The Navy is seeking prospective CONUS sources who are capable of
converting via, reformulation, an estimated 1,500,000 pounds of
Government Furnished Material (GFM) extruded Composition C-4 Classes 2
and 3 into Composition C-4, Classes 2 & 3 chemically tagged bulk
explosive. Pretesting of the GFM C-4 is authorized at the contractor's
discretion to any level the contractor determines necessary to assure
that the requirements of MIL-C-45010A are met. The contractor would
need to determine output lot formation and batch sizes in accordance
with applicable explosive industry standards. The bulk explosive will
be processed from reclaimed extruded C-4 and certain requirements of
MIL-C-45010A have been modified to accommodate the reclamation effort.
The exceptions to MIL-C-45010A are set forth as follows: Paragraph 3.1
Material. Delete -RDX complying ... of MIL-P-14536, and replace with --
Government Furnished Composition C-4 Class 3 Plastic Explosive. Delete
in there entirety paragraph 3.1.1, 3.1.1.1 and 3.1.1.2. Paragraph 3.3
-- after ...except DMDNB content, -- add "additional material to
ensure attributes are in compliance with Class 3 percentages below,".
Paragraph 4.2.1 Delete -- "procured" -- second line and replace with
-"reclaimed". The bulk explosive shall be tested and the bulk C-4 shall
be made to comply with the requirements of MIL-C-45010A prior to
addition of 2,3 Dimethyl 2,3 Dinitro butane (DMDNB). Composition C-4
Classes 2 & 3 meeting all pre- DMDNB requirements of MIL-C-45010A shall
be processed in accordance with the requirements of amendment number
five (5) of MIL-C-45010A. Lot acceptance testing, chemical analysis and
certifications are required to be performed and may be provided to the
Government in the contractor's format. The contractor's final product
shall be either NSN 1376-00-628-3319, Composition C-4, Class 2 or NSN
1376-01-393-0259, Composition C-4, Class 3 bulk explosive in
accordance with MIL-C-45010A. The Composition C-4 will be packed in the
Number Four (4) Fiberboard Box, in accordance with Drawing
19203-7548645. Interested prospective sources may submit letters of
