Aeronautical Systems Center, Weapons, Air Base and Range (WAR) Product
Support Office, anticipates award of a firm fixed price sole source
contract to Precision Guided Systems of United States (PGSUS), Orlando
FL (a Joint Venture company formed by RAFAEL, Haifa Israel, and
Lockheed-Martin, Orlando FL) . The award, which is subject to receipt
of funding, will be for the production of AGM-142 missile systems for
the United States Air Force (USAF) and potential Foreign Military Sales
(FMS). Although potential FMS requirements need not be advertised IAW
FAR 6.302-4, they are provided herein for information purposes. All FMS
requirements will be supported by written justification and approval.
USAF production quantities and options are planned at approximately 50
missiles per year in fiscal years 1997, 1998 and 1999. FMS production
quantities and options will be for approximately 100 missiles per year
in fiscal years 1997, 1998 and 1999. The first procurement increment
will be the eighth production lot of AGM-142 missiles. Spare parts,
support and handling equipment, replacement and deployable test
equipment, training equipment and training, mission planning support,
and depot support will be included as options in this procurement. It
is expected that this procurement will be completed by close of fiscal
year 2001. A complete reprocurement data package is not available.
This action is contemplated in accordance with 10 U.S.C. 2304 (c)(1)
since PGSUS is the only known responsible source that can satisfy the
government's requirement. All responsible sources may submit a
statement of capability in accordance with Notes 13 and 22, which will
be considered. Synopsis responses shall be screened on the ability of
any proposed system (a) to meet specific classified requirements:
range, flight profiles, accuracy, and impact conditions, and (b)
modularity requirements. A Request for Proposal (RFP) will be issued
only to those sources who in the sole judgment of the procuring
activity havethe capability of fulfilling the requirement. This is not
a request for proposal and is not to be construed to be a commitment
by the Government. Procurement is contingent upon receipt of funds.
Closing date for submission of qualifications is 15 days after
publication date of this notice. Firms responding to this notice should
indicate whether they are a small business as defined in FAR
52.219-7000. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate his/her
concerns during the proposal development phase of this acquisition.
