Basic Quantity 1 each Multi-Sensor Night Vision System with an option
quantity of 44 units plus spare parts. A Multi-Sensor Night Vision
System will be mounted on ships to provide ability for night, low
visibility and day pilotage and to allow for visual discrimination
taaks to detect, recognize, and identify targets. Delivery required 100
days from award date of contract. F.O.B. Destination NSWC Crane, IN.
These COTS NDIs will be procured under FAR part 12 Commercial
Acquisition Procedures. Respondents may fax requests to 812-864-3465 or

pollock_v@crane.navy.mil. Source selection criteria will be included in
the solicitation. Evaluations will be performed in two Phases. Phase 1
will determine which three (3)offerors will be required to submit
product samples for testing in Sea State 3 conditions. Some conditions
in Sea State 3 are wave heights 4.6 feet, wave lengths of 71 feet,
wave period of 4.6 seconds, with a wind velocity of 16 knots. Thethree
offerors will be determined based on the evaluation of the proposals
having the best chance of being awarded the contract based on the
source selection criteria. Offerors need to have Product Sample
available for testing no later than 01 JUN 1997. Phase 2 evaluation
will include testing of product sample at Sea State 3. All responsible
sources may submit an offer which shall be considered by the agency.
