SURVEY/INDUSTRY DAY: Refer to CBD Issue No. PSA-1788; Monday, February
24, 1997. Respondents to referenced announcement will be given an
opportunity to present their corporate briefs on solutions to the
Opposing Forces Main Battle Tank (OPFOR MBT) requirements during an
Industry open house on 29 April 1997 by means of interchange meetings.
Non-respondents to the referenced announcement may also participate,
time permitting. (The 30th of April will be available for
presentations, if required.) The US Army STRICOM is conducting a market
survey to: arrive at the most suitable approach to acquiring and
supporting the OPFOR MBT Program; ensure that legitimate needs are
identified and trade-offs evaluated to acquire items which meet those
needs; and determine at a minimum, the following: If sources capable of
satisfying the agency's requirements exist; If commercial items or, to
the extent commercial items suitable to meet the agency's needs are
not available, nondevelopmental items (NDI) are available that (1) Meet
the agency's requirements; (2) Could be modified to meet the agency's
requirements; or (3) Could meet the agency's requirements if those
requirements were modified to a reasonable extent; Determine the extent
to which commercial items or NDI could be incorporated at the component
level; and Determine the practices of firms engaged in producing and
supporting commercial items, such as terms for warranties, buyer
financing, maintenance, and packaging and marking. STRICOM will
introduce the government's acquisition team at 9:00 A.M. on 29 April
1997 in Orlando, Florida at NAWCTSD in the DeFlorez Building. At
approximately 10:00 A.M., prospective offerors shall be given the
opportunity to give their presentation to the acquisition team; one
company at a time. Companies will be limited to four representatives
each and presentations will not exceed two hours per Company which is
to include all technical solutions. It is requested that overviews
include discussions of producibility, scheduling baselines, management
approach, recommended supportability approach, and past performance
that directly relates to items similar or of a type to OPFOR MBT
requirements. Interested firms are requested to respond to this
announcement no later than 16 April 1997. Responses are to be sent to
Mrs. Darleen E.La Vanway. STRICOM will be providing additional
information on the specifics of Industry Day and the Interchange
Meetings, schedule, etc. on their homepage, address
http://www.stricom.army.mil, located under the heading Procurement
Information, subheading OPFOR MBT on or about 10 April 1997. The
homepage will be updated periodically as information becomes available.

minimum, Microsoft Excel 5.0, and Wordperfect 6.0. This CBD Notice is
anticipated to be the last CBD Notice published for the OPFOR MBT
Program, all future information shall be posted to the STRICOM
