This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-97-DJH-0113 is being issued as a request for quotations(RFQ). This procurement is set-aside for small business through the simplified acquisition procedures as referenced by FAR part 13.105(a). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. CLIN 1. Kohler Diesel Generator System to include as standard: One (1) Kohler model 150ROZI-R diesel generator set, rated for continuous standby duty at 155 KW, 0.8 PF, 194 KVA, 120/208 volts, 3 phase, 4 wire, 60 Hz, 1800 RPM to include standard features; CLIN 2. One (1) Kohler model K-568541-600 Automatic Transfer switch rated at 600 amps, 120/208 volt, 3 phase, 4 wire, 3 pole, plus over-lapping switched neutral, in NEMA I cabinet for indoor wall mounting to include standard features; CLIN 3. One (1) Service and operation manual; CLIN 4. Kohler limited warranty, effective from date of startup, for 1 year or 2000 hours (whichever occurs first) as published in Kohler brochure TP-5374 (694). Items should include factory prototype testing; factory production testing with certified test report and rated power factory test. Jobsite installation inspection, initial startup and initiation of warranty also included. Testing may utilize existing building load. Fuel for testing must be included. Jobsite orientation and training of operating personnel, done concurrently with initial startup. FOB San Diego, CA. Please indicate FOB destination or include shipping charges if applicable. The provision at FAR 52.212-1, instructions to offerors, applies to this acquisition. Evaluation is based on best value, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, offeror representation and certification -- commercial items, with its offer. The clause at FAR 52.212-4, contract terms and conditions -- commercial items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted.
