Standards and Technology (NIST) intends to acquire from the database of
Toth Information Systems, Inc., Gloucester, Ontario, the non-exclusive
license to crystallographic data on the structure of metals, alloys,
intermetallics and minerals, as presently contained in the CRYSTMET
database. The crystallographic data includes cell parameters, space
groups, and x,y,z positional parameters as well as pertinent chemical,
physical and bibliographic information. The NIST also requires
evaluation and processing software to load the data into NIST
databases. The database contains approximately 50,000 entries, of which
approximately 25,000 include refined structural parameters, and
exhaustively covers the literature from 1913. Scientific editing of the
abstracted entities, consisting of numerous automated and manual
checks, has been done to ensure consistency with the related studies,
to assign structure types where necessary, and to help guarantee the
accuracy of the data. The CRYSTMET database and its derivative products
will have many applications, including materials design, properties
prediction and compound identification. No limitations on the number
and types of derivative products are included. One each. FOB
destination desired within four weeks from contract award, required
within 12 weeks from contract award. This notice is not a request for
competitive quotes. NIST intends to solicit one source under authority
of FAR 6.302-1, which authorizes contracting without providing for
full and open competition when only one responsible source and no other
exists which will satisfy NIST requirements. However, interested
parties may identify to the contracting officer their written interest
and capability to satisfy the Government requirement within 15 days
after the date of this synopsis. The capability statement must provide
adequate information on supplying this database and qualifications
needed to deliver this database. NIST must receive all of the above to
determine whether to open this requirement for competition. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
