synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This notice constitutes the
solicitation identified as R6-1-97-805, a Request for Quotations (RFQ);
by way of this notice price quotes are hereby being requested, no
written solicitation will be issued. Quotes shall be in accordance with
all requirements of this notice including those which are included
herein by reference, descriptive literature concerning the product
offered as well as speaking to the evaluation factors must also be
included and shall be submitted on company letterhead stationery in
narrative form to: Contracting Officer Deschutes National Forest, 1645
Highway 20 East, Bend, OR 97701 or by FAX to (541)383-5544, and be
received not later than 4:30 p.m. April 14, 1997. Information contact
is Dan Parazoo (541)383-5550. Line Item No.1, Dust Abatement
(palliatives) Product, estimated 100 tons, delivered and applied FOB
Designation (various sites within the Deschutes National Forest) during
the period of May 1, through May 15, 1997. Suitable products are Lignin
Sulfonate such as LIGNOSITE manufactured by Georgia Pacific
Corporation; Emulsified Petroleum Resin such as PENNZSUPPRESS D
manufactured by Pennzoil Products Company. Product function is for dust
abatement and short term stabilization of nonsurfaced forest roads.
Product must be capable of satisfying intended function; must retain
value of initial treatment in order to maintain functionality without
the need for repeated treatments; and must be compatible with forest
type traffic flows and road maintenance. Product must be classified as
non-hazardous; must be environmentally safe for all natural resources;
and must not cause corrosion, rust or other damage to vehicles.
Supplemental evaluation factors: Organization, stability and capacity
of the firm; past performance of the firm; suitability of the product
offered; and price. No factor is deemed moreimportant than another, the
Government will consider all factors and evaluate on the basis of
overall best value. The following clauses and provisions apply to this
acquisition: 52.212-1 Instruction to Offerors -- Commercial; 52.212-2,
Evaluation -- Commercial Items with supplemental factors; 52.212-4,
Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract
Terms and Conditions -- Commercial Items. This is a 100 percent
set-aside for small business firms for standard industrial
classification (SIC) code 5199. The contents of this notice and
