A -- DASG60-97-0033 -- MISSILE DEFENSE DATA CENTER POC Deborah Teague, Contract Specialist, CSSD-CM-CN/Linda N. Bentley, Contracting Officer, CSSD-CM-CN/(205)955-1187 The U.S. Army Space and Strategic Defense Command intends to negotiate with Teledyne Brown Engineering (TBE), 300 Sparkman Drive, Huntsville, AL 35805, for a sole source contract to perform the operations and maintenance of the Missile Defense Data Center (MDDC). The MDDC is a centralized, state-of-the-art repository and distribution site for data and documentation gathered from missile defense tests and demonstrations sponsored by BMDO and other sources. This effort will require the contractor to perform the data management, archive, and distribution services of the MDDC; perform the network services for the BMDO Scientific and Technical Information (STINFO) Center with the other virtual STINFO Center nodes and with the National Target/Threat Signature Data System via the classified Joint Worldwide Communications System and SIPRNet; incorporate multi-level security (MLS) into a local area network to test this technology in the MDDC; provide telemetry processing, including digitization of analog data both in the MDDC and on missile ranges when required; provide on-line data visualization and analysis tools for analysts from BMDO and other programs; provide training to data analysts on the use of MDDC data and documentation and on-line analysis tools; operate and maintain the MDDC systems for: (a) data ingestion and archive, (b) telemetry processing, (c) classified data networks, (d) classified and unclassified on-line data systems, (e) MLS test software, and (f) the documentation library and bar-code tracking system; and prepare equipment upgrade plans for Government approval. Teledyne Brown Engineering has performed this effort since the inception of the MDDC, and currently under Contract DASG60-92-C-0036 which ends in April 1997. This acquisition will provide for continued operation of the MDDC while a competitive acquisition is processed and will provide transition support as necessary for any new source(s) which may emerge from the competition of this effort. This sole source action will provide approximately 64,000 person hours of support over a period of twelve (12) months. Due to its unique background and experience with the MDDC, TBE is the only known source that can provide these required services for the interim period until a competitive contract can be awarded.
