NCI is soliciting for offerors with the capability to perform
experimental animal carcinogenesis studies evaluating biomarkers and
intermediate endpoints that might be used in future human clinical
trials. These studies shall be performed to assess, in detail, the
biomarker modulation effects of selected chemopreventive compounds.
These studies shall improve biomarker sensitivity, specificity, assay
methodology, and sample handling. The emphasis will be on efficient
studies aimed at providing more quantitative and more validating
intermediate endpoints for future human clinical trials. Master
Agreements (MAs) will be awarded to all offerors who are found to be
technically acceptable. This pool of offerors will be eligible to
compete for Master Agreement Orders (MAOs) during the performance
period of the MA. It is anticipated that 4 or 5 MAOs may be awarded
each year. Only MA Holders will be issued the MAO RFP containing only
requirements related to the MA with specific performance requirements
and applicable evaluation criteria related to the MAO/RFP. The period
of performance for the MA pool will be for five (5) years. Annual MA
announcements will be issued to expand the MA pool to include new
offerors. This MAA will be will be available on or before April 21,
1997, and proposals will be due on June 10, 1997. Written requests for
