Foundation (NSF) intends to procure services from the Commission on
Professionals in Science and Technology, a non-profit organization, for
preparation of an up-to-date, comprehensive directory of all available
survey information on scientists and engineers collected and published
by Government agencies, scientific professional societies, and other
organizations. These services are to be procured on a sole source
basis, utilizing simplified acquisition procedures, as authorized by
FAR Part 13. The Commission is charged with collecting, analyzing, and
disseminating reliable information about the human resources of the
United States in the fields of science and technology, and it is the
only U.S. umbrella organization which comprises membership of all the
scientific, engineering, and technical professional societies,
regardless of discipline. Because these private organizations belong to
and support the Commission's work, it is felt that they would be much
more likely to cooperate with the Commission's requests, and because
the quality and usefulness of the Guide depend on the extent of its
comprehensive information, the NSF feels that the Commission is the
only organization that can easily and efficiently perform the desired
work. Also, the Commission prepared a similar guide for NSF in the past
and is familiar with the project requirements. Therefore, it is also
felt that the Commission would not incur any substantial start-up costs
and would be the most cost-efficient and expeditious means of obtaining
these services. This notice of intent is not a request for quotations.
Any information received in response to this notice will be used
solely for the purpose of determining if a competitive procurement
should be conducted based on Government discretion. See Note 22.
