The State/District TIMSS Benchmarking Project must be conducted using the same questionnaires, tests, administrative procedures, and technical standards as were used in the TIMSS international project for comparability and validity. This can only be achieved by having the current TIMSS contractor, the International Association for the Evaluation of Education Achievement (IEA). IEA has the rights to the TIMSS questionnaires and tests. No other organization has access to them. All responsible sources may send their capability statements to the above address.
