C -- INDEFINITE DELIVERY CONTRACT FOR A-E SERVICES FOR MECHANICAL/ELECTRICAL DESIGN AT THE NAVAL AIR STATION/NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION, PATUXENT RIVER, MARYLAND SOL N62477-97-D-3025 DUE 050297 POC Jo Ann Coombs, 301-342-3801 The Engineering Field Activity Chesapeake Contracts Office at Patuxent River is currently seeking sources for Mechanical/Electrical services with associated multidisipline architectural/engineering support to prepare plans, specifications and cost estimates for bidding or negotiated procurement for various construction projects at the Naval Air Station/Naval Air Warfare Center, Patuxent River, Maryland; Naval Air Station, Solomon's Annex, Solomon's Maryland; and Webster Outlying Field, St. Inigoes, Maryland. Mechanical Electrical work willl include air conditioning, fire protection, interior/exterior electrical distribution systems, and plumbing. Specific experience is required in the areas of Civil Mechanical Electrical design for basewide utility systems. This experience should include but not be limited to: Stormwater Management, Electrical distribution, Sanitary sewer, Water distribution, Energy management, and Building automation and controls. The Contract will be an Indefinite Delivery Contract where orders will be placed on an "as needed" basis intermittently for a period of twelve (12) months or $250,000.00, whichever comes first. Individual fees for any one project/delivery order may not exceed $150,000.00. The contract shall contain an option to extend for an additional one year or $250,000.00. If exercised, the A-E will receive an official notice at least (60) days prior to the renewal. A minimum guarantee of $12,500.00 is guaranteed for the Base year. The estimated start date is July 1997. The intent is to select one firm specializing in Mechanical/Electrical design with multi-discipline support. Selection Evaluation criteria, in relative order of importance are included below: (1) Recent specialized experience of the firm in Mechanical/Electrical services; (2) Professional qualifications of the firm and staff proposed for the performance of this contract; (3) Capability to accomplish projects within required time; (4) Past performance on contracts with respect to cost control, quality of work,and compliance with performance schedules. Firm should include literature to support documentation of past performance; (5) Location of the firm in the general geographic area of the projects to be assigned, provided an appropriate number of qualified firms respond therein; (6) Past experience, if any, with respect to DOD and DON methods used during studies and design; (7) Quality Assurance/Quality Control coordination method used during studies and design; (8) Utilizing AutoCad Microstation 95 (9) Firms capability to produce contract specifications and cost estimates utilizing SPECSINTAC and compatible with AUTOCAD Microstation 95. Each firms past performances and performance ratings will be reviewed during the evaluation process and may affect the selection outcome. Firms submitting an SF254/SF255 in response to this announcement by close of business 2 May 1997 will be considered. Firms having a current SF254 on file with this office may also be considered. This proposed contract is being solicited on an unrestricted basis. Interested firms are requested to include telefax numbers, the DUNS number, and Taxpayer Identification Number (TIN) on the SF255 Block 2b.
