Office of Personnel Management (OPM), 1900 E Street, NW, Room SB 427,
Washington, DC 20415, intends to issue Request For Quote Number
OPM-RFQ-97-00314JDH that will lead to the award of a purchase order for
software development services supporting the Office of Human Resources
Systems Service (HRSS) in Washington, DC. The contractor will be
required to develop software enhancements for four components of the
Federal Automated Classification Evaluation System (FACES) which
include: (1) An Automated Classification Component; (2) A System
Administration Component; (3) An Organization Chart Component; and (4)
A Standards Development Component. Access to the system will initially
be through stand-alone PC's and/or LAN's, but should be scalable for
future Internet access. The actual tasks to be performed include, but
are not limited to: (1) Use Visual FoxPro 3.0 and Maxtech Visual
MaxFrame software to refine and enhance existing software, including
the continued incorporation of PhDbase search engine, Maxtech Visual
MaxFrame class libraries, Stonefield's data maintenance, and FoxFire!
Report Writer; (2) Incorporate a thesaurus software into the existing
framework;(3) Design and program the shell for Federal Wage System Job
Grading Standards; (4) Design and program the shell for non-Factor
Evaluation System (FES) General Schedule Standards; (5) Design tables
to evaluate mixed series jobs; and (6) Convert occupational data in
Department Of Defense's (DOD) Coredoc automated classification system
for use in FACES. Contractors shall have extensive knowledge of Visual
FoxPro and Visual MaxFrame programming language, experience with
PhDbase, Stonefield's data maintenance, and FoxFire! Report Writer; as
well as an existing understanding of the Federal Classification
System. The period of performance will be from the date of award
through October 31, 1997. This procurement will be conducted as a
set-aside for small business concerns. The Standand Industrial Code
(SIC) for this requirement is 7371. To be considered as a small
business, the firm's maximum annual receipts can not exceed $18 million
dollars. A preproposal conference and demonstration of the existing
FACES software will be held on Thursday, April 24, 1997, at OPM, 1900
E Street, NW, Washington, DC., Room 5A06A at 1:30 p.m. to 3:30 p.m.

no later than ten days from the date of this listing. Telephone
