PROPOSED AMENDMENT TO THE MOTOR VEHICLE RESTRAINT SYSTEMS AND BOOSTER CUSHIONS SAFETY REGULATIONS The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif.97.33. 1. Agency or authority designated to handle comments regarding the notification can be indicated if different from above. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Restraint systems for infants with special needs. 5. Title, number of pages and language(s) of the notified document: Proposed Amendment to the Motor Vehicle Restraint Systems and Booster Cushions Safety Regulations (pages 214-231). 6. Description of content: At the moment, the sale of car beds, which do not compromise the breathing of infants with special needs, is not permitted in Canada. Furthermore, rearward-facing restraint systems designed to allow the infant to lie down cannot be sold, and it is not advisable to modify conventional infant restraint systems to accommodate infants who have breathing problems. As a result, restraint systems for infants with special needs are not commercially available in Canada. This amendment proposes the introduction of new regulations that would govern restraint systems for infants with special needs, thereby allowing the sale of those systems in this country. In addition, an accompanying test method, titled Restraint Systems for Infants with Special Needs, and to be referred to as Test Method 213.5, would also be introduced. This proposal would also amend the regulations governing conventional infant restraint systems to allow the sale of infant restraint systems that are suitable for both healthy infants and those who have breathing problems. 7.
