award an indefinite delivery, indefinite quantity type contract for
systems engineering, integration and installation support services for
the Tactical Environmental Support Systems (TESS) to the Naval
Command, Control, and Ocean Surveillance Center (NCCOSC), RDT&E
Division, Meteorological and Oceanographic (METOC) Systems Branch, Code
D642. The TESS system collects, processes, analyzes, displays and
disseminates meteorological and oceanographic environmental data for US
Navy tactical application. It includes the Tactical Environmental Data
system (TEDS) which is the central TESS database repository system for
METOC data; the Shipboard Meteorological and Oceanographic Observing
System (SMOOS) which is composed of on-board data collectors; the TESS
Remote Workstation (TRWS) and the Navy Integrated Tactical
Environmental Subsystem (NITES) which provide data management and
distribution between the METOC local area network and outside C4I
systems; the Meteorological Mobile Facility (METMF) which is a Marine
Corps shelter-based mobile system; the Naval Oceanographic Data
Distribution and Expansion System (NODDES) which is a modular
interactive computer basedd system installed on major combatant ships;
and interfacing C4I systems. The contractor will use systems analysts,
engineers, software engineers, programmers, electronics technicians,
logistics support specialists, cnofiguration management specialists,
warehousement, technical writers, drafters, illustractors,
documentation librarians, machinists and administrative support
personnel to provide systems engineering and analysis; hardware and
software design, development, integration and test; system
configuration management; fleet support; and system installation in
support of TESS deployment and operations and implementation of
authorized Pre-Planned Product Improvements (P3I). The contractor will
perform primarily in San Diego, Ca. at contract facilities and at
NRaD. Additional work will be performed worldwide at other contractor
and government facilities and aboard US Navy ships both in port and at
sea. The contractor will provide outputs including engineering and
technical documentation; reports; software; updated data bases; limited
hardware items to support "proof-of-concept" testing of government
Engineering Change Proposals for systems design and development of TESS
upgrade/P3I implementation efforts; on the job training regarding
upgrades to METOC systems laboratory and alterations to system
equipment; and installed upgraded equipment with associated as-built
drawings. 2. DATE MATERIAL/DATA REQUIRED OR TERM OF THE CONTRACT: The
proposed indefinite delivery, indefinite quantity cost plus fixed fee
type contract will have a basic ordering period of one year, and four
one year options. THe estimated level of offort for each year 93,800
hours. Travel is estimated at $300,000 per year and the contractor will
be required to acquire material estimated at $500,000 per year. The
