SYNOPSIS@PHIL.FISC.NAVY.MIL. FISC Norfolk Det Philadelphia intends to
acquire through full and open competition, non-personal Operation and
Maintenance Services by qualified personnel in support of the Kuwait
Air Force Communications (KAFCOM) System. The contractor shall provide
all management, supervision, personnel, labor, general and specialized
equipment required to perform the operation, maintenance, and technical
and engineering support of the KAFCOM Network and its components
situated in various locations throughout Kuwait. Operation and
Maintenance includes but is not limited to installation, repair,
testing and supply functions. Maintenance level support includes but is
not limited to adjustment, alignment, repair, rehabilitation, rust
removal, and spot painting of all antennas, waveguides, and ancillary
components. Contractor shall maintain all antenna, waveguide and tower
grounding systems. Technical and engineering support includes but is
not limited to providing assistance to the KAF by writing scopes of
work, preparing rough order of magnitude estimates for recommended
equipment upgrades and new equipment purchases, and performing expert
analysis and evaluation of new technologies. The basic contract period
will begin on or about 01 April 1998 and end 31 March 1999. Three
additional option years are also anticipated. The required labor
categories are expected to include Senior Project Manager, Installation
Supervisor, Lead Field Engineer, PBX Engineer, Project Management
Specialist, Communication Technicians, and Communications Technician
Assistants for a total of approximately 24,960 man hours per year. A
cost fixed fee level of effort contract is anticipated to result from
this solicitation. All responsible sources may submit a proposal which
shall be considered by the FISC Norfolk Det Philadelphia. The
solicitation will require the submission of cost/price and technical
proposals. Award will be to the offeror whose proposal represents the
best value to the Government considering both Technical and Cost.
Technical will be considered more important than cost. The applicable
Standard Industrial Classification number is 8711. Requests for copies
