intends to issue a minimum of three blanket purchase agreements (BPA)
for its Division of Science Resources Studies (SRS) publication
requirements. The BPAs will be issued in accordance with FAR Part 13
Simplified Acquisition Procedures. Based on the responses to this
sources sought synopsis the government reserves the right to set-aside
the BPAs for participation by small businesses under SIC code 2721
(size standard 500 employees). Only small businesses are requested to
submit capability statements/proposals. Interested firms should
identify their capability to respond to this requirement within 15
calendar days of this publication. All capability statements/proposals
received within 15 days after publication of this synopsis will be
considered by the Government. The Contractor will need to have skills
in the following areas: editing, proofreading, graphics creation and
support, page composition and layout, file conversions, formatting of
statistical tables according to pre-establishedformat specifications,
providing finished documents in Pagemaker 6.5 (or later version as
specified in the requirement) format, and the relevant software formats
for text, tables, charts and graphics outlined below. While
requirements may vary as new requirements evolve, some or all of these
skills will be requested of the Contractor. Specific work requirements
(e.g., number of pages of tables, text, and type of work needed) will
be included with each document. Guidelines for editing and format
specifications include previous versions of specific publications and
the U.S. Government Printing Office Style Manual, supplemented by The
New York Public Library Writer's Guide to Style and Usage, and any
additional exceptions provided by the SRS Publications Manager. Unless
otherwise specified in the work requirements, SRS will provide the
Contractor with initial material in electronic and hard copy form. SRS
will provide the following to the Contractor: initial text material in
Microsoft Word, version 7, and when required shall provide tables in
Microsoft Excel, version 5 or 7; or Lotus 1,2,3; Postscript; or TPL
format; charts, graphs, or other graphics in Corel Draw, version 5;
Corel Chart, version 5; or a comparable package pre-approved by the
Contracting Officer's Technical Representative. SRS will notify the
contractor of any changes or upgrades to current operating software
prior to the submission of any new documents. The Contractor will
provide deliverables in hard copy and in electronic form. At the
present time, the hard copy submission will consist of four (4) copies
submitted to the SRS Publications Manager. The electronic requirements
consist of one submission that will accompany the hard copy submission.
The final page composition and layout for the electronic submission
should be created in Pagemaker, version 6.5 for the PC. SRS also
requires submission of tables in Microsoft Excel, version 7 and charts
and graphs in Corel Chart, version 5 or Excel. SRS will notify the
contractor of any changes or upgrades to these software requirements
prior to the submission of any new requirement. All electronic
submissions must be created in PC-designed software. Mac submissions or
the use of Mac converter software is unacceptable. The evaluation will
be based on the factors described below. The Government reserves the
right to award multiple BPAs without discussions and/or negotiation.
Contractors submitting capability statements/proposals will be
evaluated on the criteria listed below. (1) Technical Performance --
40% -- Samples: the offerors shall provide three (3) finished print
products that demonstrate their ability to meet the skills required in
this statement of work. (2) Experience and Past Performance -- 40% --
The offerors shall provide a statement listing project summaries in
the past two (2) years related to the requirements requested in the
above statement of work to demonstrate their experience and past
performance, (a) resumes of all proposed personnel involved with any
aspect of meeting the requirements in this statement of work (resumes
should demonstrate experience related to the requirements in the
statement of work), (b) references of five (5) previous customers for
whom the Contractor has produced similar material to the requirements
listed in the above statement of work (references should include
contact name, business address, business telephone number, and
title/brief description of the type of work performed), (c) an
equipment and software list, and (d) demonstration of quality at a fair
and reasonable price and on schedule. (3) Accessibility -- 20% -- The
Contractor shall verify/provide the following: ability to exchange
material when performing a requirement and deliver products through
courier and electronic exchange and meet biweekly if necessary. WRITTEN
RESPONSES SHOULD INCLUDE PRICES AND TECHNICAL DATA SUFFICIENT TO
