dnm@inel.gov. Lockheed Martin Idaho Technologies Company (LMITCO), a
management and operating contractor for the Department of Energy(DOE)
at the Idaho National Engineering & Environmental Laboratory (INEEL) is
seeking interested parties for a build-to-suit and lease back
arrangement of a laboratory facility in Idaho Falls, Idaho. It is
anticipated that the laboratory will be approximately 150,000 square
feet, comprised of about 100,000 square feet of multi-disciplinary R&D
space with high and low bays, wet labs with hoods, and a prototype
shop. The facility design, with a design life of 30 years, shall allow
maximum flexibility to reconfigure walls, casework, and utilities to
support and accommodate a variety of research projects. The successful
offeror shall provide design and specifications from a performance
specification. Facility construction is planned for GFY98, dependent
upon funding arrangements. Parties are sought who are capable of
offering short or long lease terms (2 to 20 years); purchase options;
and/or lease-to-own arrangements, sited on government or private land.
Parties possessing substantial expertise in construction, lease
management, and have innovative/flexible financing sources are
required. Interested parties shall respond within 30 days of
publication of this notice by providing an expression of interest; to
include a brief description of the representing firm's capabilities,
resources, and examples of successful and innovative lease projects.
After parties are identified, a further market
identification/assessment may be pursued through individual contact for
input, and/or a pre-solicitation meeting for interested/capable parties
to exchange information and ideas to be considered prior to the release
of a Solicitation For Offers (SFO). Following the SFO, a pre-proposal
conference is also planned. Submittal of an expression of interest does
not assure that an SFO will be requested from you. This market survey
effort shall not be construed in any manner to obligate the United
States Government or LMITCO for costs incurred by any party in support
of this action; nor does it obligate the United States Government or
LMITCO to follow through with an acquisition. Send the expression of
