The Naval Undersea Warfare Center Division Newport has a requirement for directional drilling to fabricate a cable conduit beach crossing at the Indian River Marine Science Research Center (IRMSRC), Vero Beach, FL. The cable conduit will be fabricated using one directionally (horizontal) bored pipe, one vertical bored pipe, and one manhole connecting the bored pipes. The cable will be used to transmit data from a Portable Tracking System installed 20 miles offshore to the shore landing at IRMSRC, Ver o Beach, FL. Contractor shall provide all drilling equipment needed to drill the required distance. Contractor shall be responsbile for mobilization/demobilization of the equipment. Contractor shall provide the marine equipment, divers and personnel that may be required to perform. The government will obtain all Federal and State permits. The contractor is responsible for obtaining any local permits, if required by the City of Vero Beach or surrounding municipalities. The contractor is responsible for obtaining off-duty police support for vehicular and pedestrian control as required during the drilling operation. The contractor is responsible for the containment, recycling and disposal of drilling slurry. Drilling bores that are 2.5% under or over the target exit point will not be accepted. Bid guarantee and performance bonds are required. A Firm Fixed Price type contract is anticipated. Award will be based on Greatest Value. Performance must start by 25 July 1997 and be completed by 4 August 199 7. A pre-proposal conference and site visit for the Vero Beach site will be scheduled. Details of the pre-proposal conference and site visit will be outlined in the solicitation. This acquisition is 100% small business set-aside. Applicable SIC code is 1381.
