vp5v@nih.gov. The National Institutes of Health intends to negotiate a
21 month h contract with the MITRETEK Systems to complete the third
and final phase of the effort to redesign the IMPAC/CRISP systems to
operate in a distributed relational database management environment.
Activities under this project will include (1) project administration,
including monitoring progress and providing oversight of development
contractor activities, configuration management, and change control;
(2) design and development activitie s, including monitoring of the
technical system design, database security requirements, monitoring
proof-of-concept and validation of the physical database and the detail
applications design and interface design; (3) implementation
activities, including evaluation of the data conversion loads,
certification of the database and monitoring of training and
documentation; (4) maintenance, production, and DBA activities,
including system evaluation, planning and review and monitoring the
proof-of-concept andva lidation of system security plans; (5)
reinvention activities, including development of a transition plan,
monitoring of the transition, and development of reinvention
initiatives and model reinvention approaches, tracking of reinvention
goals, evaluating reinvention initiatives, conducting benchmarking
assessments and stakeholder assessments, and providing advice and
assistance in transition planning. This action is being taken under the
authority of 41 USC 253(c)(1) as set forth in FAR 6.302-1. The ser
vices needed by the NIH are available from only MITRETEK and no other
type of services will satisfy those needs. MITRETEK has performed the
complete study of requirements for the new IMPAC/CRISP system, has
developed the concept of operation, general functional system design,
and procurement specifications for the new system, and will be involved
with validating the concept of operations by simulating the anticipated
system load using various hardware/software configurations. MITRETEK
has gained a thorough understanding of the NIH s requirements for the
new system and of the NIH user community that another contractor would
not have. In addition, the awardee must be free from any real or
perceived conflict of interest or any suspicion of such a conflict
because it is prohibited by corporate policy and by contracts with
government sponsors. The awardee must demonstrate that it is not
influenced by potential subsequent production opportunities, business
opportunities, or by current and previous business arrr angements. See
