The proposed requirement is for the acquisition of technical and engineering support for the Submarine Launched Ballistic Missile (SLBM) Program for a five-year period on a cost-plus-fixed-fee (term) basis beginning 01 October 1998. This effort supports the mission of the Strategic Systems Department of the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia. Specific technical efforts required for the SLBM under this requirement include technical and engineering support in the following areas: 1) software development for weapon system reference and accuracy models; 2) software development and data processing in the area of ballistic parameters, including the evaluation of large volumes of statistical data; 3) configuration management for several software change boards; 4) formal qualification testing of the Fire Control Operation software for both the TRIDENT I and TRIDENT II Systems; 5) problem analysis and performance data processing; 6) Fleet software logistics, 7) facility maintenance and engineering; 8) system engineering and design; 9) SLBM Security Office assistance in the areas of Automated Information Systems, security related documentation and database maintenance/development; and 10) program coordination, planning, and documentation assistance. It is anticipated that a total of 579,800 man-hours will be required during the performance period of this requirement. The contractor must possess a SECRET facility clearance at the time of contract award. Additionally, personnel proposed to support the contract must possess a SECRET clearance prior to beginning any effort.
