This is a Market Survey to identify potential offerors for a Commercial Activities Study being conducted under the guidelines of OMB Circular A-76. The function under study will be the Material Management Function at the Naval Air Engineering Station, Lakehurst, New Jersey. The Materials Management function includes: Receipt, inspection, storage, issuance, packing and crating, and preparation for shipment of material and equipment, and the management and maintenance of Materials Handling Equipment (MHE); construction of prototype packaging for material and equipment; and storage, issuance, inventory maintenance and replenishment in sole support of the industrial and testing facilities for the Naval Air Warfare Center, Aircraft Division, Lakehurst. The period of performance under study is a base year beginning FY 1999 with four option years. The solicitation for this study is estimated to be issued by November 1997 followed by a preproposal conference with a site visit. It is anticipated that this will be a Best Value procurement with detailed technical proposals required which includes Past Performance information. A Firm Fixed Price type contract is anticipated.
