AREA ROADS, Salem BLM District, Linn County, Oregon. This solicitation
consists of 26 intermittent flood damaged repair sites with grading,
drainage, base, and riprap revetment. Project includes: construction
survey & staking; construction scheduling; roadway obliteration; 325
ton minor asphalt concrete; 10 acres clearing & grubbing; 80 cuyd
pumbed grout; 6,600 ton untreated aggregate course; 1,150 lnft culvert;
600 lnft underdrain; 1,300 lnft silt fence; 160 ea straw bales; 500
lnft temporary diversion channel; 37,000 cuyd excavation & embankment;
1,400 cuyd rock borrow; 2,000 cuyd unclassified borrow; 17,000 ton
class 3 keyed riprap; 42,000 ton class 5 riprap; 1,200 hr flagger; 100
slry units seed/mulch; 4,500 sqyd matting; and other smaller items of
work. Project is located approximately 40 miles east of Albany,
Oregon. Work shall be completed by October 20, 1997. Estimated price
range is between $2,500,000 and $5,000,000. Presolicitation Notices are
being provided to firms on this agency's mailing list concurrently with
the publication of this synopsis -- The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
