631-5341 (Site Code CW38) The Vicksburg District intends to negotiate
and award up to three indefinite delivery contracts. Each contract will
include a base period of one year and, if approved, an optional period
of one year. The option may be exercised at any time upon exhaustion
of funds during the first year. Work will be accomplished under an
Indefinite Delivery Contract NTE $2,000,000 (plus one option year NTE
$2,000,000) by issuance of individual task orders. The work consists of
providing all plant, labor, materials, transportation, equipment, and
supervision to efficiently perform restoration of residences and
commecial businesses after pesticide contamination has been removed by
others. The work may involve, but not necessarily be limited to,
carpentry, replacement of walls and ceilings, replacement of building
insulation, replacement of door frames, painting, replacement of wall
covernings, paneling, ceiling material, and moldings, replacement of
carpets, padding, and other flooring, replacement of counter tops,
cabinets, testing of utilities and reinstallation or replacement of
household fixtures and equipment. Most of the work will be performed in
the central and southern portions of Mississippi, however, there may be
work in other portions of Mississippi. Individual fixed-price task
orders will generally be apportioned among the awardees based on price,
availability, or ability to meet the completion dates as determined by
the task order; and, past performance. This is a competitively
negotiated procurement and submittal of technical and cost proposals is
required. The evaluation will be composed of two phases. In Phase I,
the proposals will be evaluated based on the following creteria, listed
in descending order of importance: a. experience of key personnel both
as a contractor and as a craftsman; b. capability (includes management
ability, staffing projections, equipment, and understanding of the
requirements as evidenced by technical proposal presentation); c. past
performance; d. location of contractor's business; and e. cost realism
(to be based on cost proposed for sample test site). Cost realism is
evaluated by determining that the costs in an offeror's proposal are
realistic for the type of work to be performed, reflect a clear
understanding of the requirements, and are consistent with the various
elements of the offeror's technical proposal. Costs proposed for
various carftsmen identified by the bid schedule will be evaluated for
reasonableness but will not be scored or otherwise combined with other
aspects of the proposal evalaution. In Phase II of the process, the
proposals will be evaluated using the following criteria, listed in
descending order of importance: a. capability (this include management
ability, staffing projections, equipment, and understanding of the
requirements as evidenced by technical proposal presentation); b.
experience of key personnel; c. location of contractor's business; d.
past performance; and, e. cost realism. The estimated value of the work
is between $1,000,000 and $5,000,000. There is no charge for
specifications. Issue date on or about 15 April 1997. A pre-proposal
conference will be conducted in Jackson, Mississippi on or about 25
April 1997. Closing date for receipt of proposals is on or about 16 May
