Offerors must propose 36 equal monthly lease payments, as well as a purchase price for the Government's option to purchase, and a factor for each of the 36 months of the lease term that the Government can apply to the purchase price or the monthly lease payment to determine the cost of terminating the lease and acquiring title to the equipment at any point during the lease." and replace with the following: "Equipment will be acquired either as an outright purchase or through a 36 month lease to ownership which includes an option to purchase. Offerors must propose for both methods, therefore offers must include an initial purchase price, as well as 36 equal monthly lease payments. Offers for the 36 month lease must also include a purchase price for the Government's option to purchase, and a factor for each of the 36 months of the lease term that the Government can apply to the option to purchase price or the monthly lease payment to determine the cost of terminating the lease and acquiring title to the equipment at any point during the lease. If the Government decides to acquire the equipment as a 36 month lease with option to purchase, price will be evaluated based on the sum of the 36 month lease payments for the base system and optional items, and an average of the cost to purchase the base system and optional items over the life of the 36 months, based on one month chosen in each of the three years".
