Biddle Tel: 410-965-9588 The Social Security Administration (SSA) is seeking to identify vendors that can provide a tool to be used in the paperless environment to provide the imaging functionality required within the established configuration. The software product must be able to provide recognition capability scanned (both handwritten and typed) and fax documents to transition into a paperless environment. The product must be able to work and be compatible with the existing equipment configuration, without the need for new forms or documents. The need for dynamic, automatic workload balance without manual intervention or rewriting of code for existing, newly introduced or upgraded equipment is mandatory. The product must provide immediate start-up, with a minimum training required for installation and integration into the production environment; automated installation is preferred to decrease the required number of staff hours necessary for implementation. All setup and operation must be user friendly and capable of being done by systems staff, with no need for customization or extensive product related expertise. Recognition success rate must be at the industry standard accuracy level. The product must be able to provide the following functionality: (1) Scanning -- a maximum of 3 key strokes on entry key scan and certify batches. A maximum of 30 minutes training on the use and operation of the software. Real time form display is required and the ability to scan duplex documents on a simplex scanner. Must be able to interface with Kofax compatible video scanners and most SCSI scanners at rated throughput. Must be able to place images and batches directly in the information pipeline. Must have rubber band zoom, pan and fast flip of images while retaining zoom and position; bar code and patch code recognition, automatic batch numbering and picking rectangles. Must scan templates, store scanner settings, as well as bar code/patch code settings, Form ID, ICE, field value overrides. Must imprint and endorse images to tag for retrieval and prove that the paper has been scanned; (2) Must import images from a directory or fax server into the information base, while batching images and assigning a template to the batch. Must normalize images to standard DPI, and support bar code and patch code recognition with automatic batch numbering. Must store scanner, bar code and patch code settings; (3) Polling -- Must be able to run completely unattended and have the capability to increase thru-put without an upgrade, requiring only additional polling servers; (4) Input -- Must have diverse form capture, including, but not exclusive to E-Mail, fax, scanner or EDI; (5) Must be able to key from image any unrecognized characters; (6) Must recognize SSA-defined criteria without scripting or custom coding; (7) Must store multiple pages together as one document using SSA-defined fields; (8) Output -- output from the product must be able to store pieces of images, based on unlimited field format. The output must write recognized data and images to optical workflow (standalone, jukebox and CD-ROM), or an external database (Oracle and mainframe DB2) or third-party product; (9) The product must track, adjust and manage batches and images in the paperless system, with instant access to image and project analysis; and (10) Must provide a post reconciliation process which enables the user to verify information. Vendors capable of providing a product with the salient characteristics, and mandatory specifications as stated above are invited to submit in writing a substantial statement clearly demonstrating comparable quality of the product offered, substantiated by technical data brochures, software specifications, pricing and GSA Schedule Contract Number (if applicable).
