procurement will be a split award. The first award will be set aside
for 100% participation by small businesses. The second award will be
awarded under full and open competition. The contractor will be
required to test chemicals that are known or potential mutagens,
carcinogens, and/or toxins. The project will be divided into two
phases. Phase I will be determined by testing, in a two month period,
up to 4 coded or uncoded chemicals provided by the Government, using
test procedures specified. In this phase the contractor will be
required to demonstrate its ability to perform the protocols, maintain
acceptable laboratory records and evaluate and summarize the data.
Phase II will be to test chemicals for genetic toxicity but will not
begin until approved under phase I. The contractor will then be
required to test up to 21 chemicals during the remainder of year one.
The government has the option of waiving the requirement for phase I if
the contract is awarded to a laboratory which has already demonstrated
its ability to perform the required protocols. In such case, up to 25
chemicals will be tested in year one. The contractor will be required
to test approximately 25 chemicals per year during the life of the
contract. The Government will provide all test chemicals, coded for use
by the contractor. All other chemicals, materials, equipment,
facilities, and qualified personnel will be provide by the contractor.
