The Fleet and Industrial Supply Center Norfolk Detachment Washington (FISCNORDETWASH) has a requirement in support of the Deputy Chief of Naval Operations (Manpower and Personnel -- N1) Washington, DC for an indefinite delivery/indefinite quantity type contract for manpower analysis. This requirement is unrestricted and will be evaluated on a best value basis. The contract will be for one base year and four one year options, plus an option to extend services for an additional six (6) months. The projected labor categories and estimated annual hours are: Project Leader, 3,000; Senior Programmer Analyst, 2,000; Junior Programmer Analyst, 2,000; Senior Research Analyst, 5,000; Junior Research Analyst, 3,000; Technical Writer, 1,000; Support Worker, 500. The manpower analysis is to include statistical modeling, forecasting and economic (cost-benefit) analysis. The required support needed must come from senior analysts who are highly qualified academically as well as professionally in the specialized areas of economics and statistics in relations to military manpower issues.
