This franchise agreement provides the terms under which the cable television contractor is granted a non-exclusive right to enter Government facilities for the sole purpose of providing cable television service. This agreement will include construction, installation, maintenance of facilities and equipment necessary to provide cable telelvision service. The service will include sports services, news and public affairs, ethnic programming, music video programming, satellite delivered broadcast services, religious programming, and optional pay services.
