FAX: 966-9310 SSA has a current requirement for the Security Storage,
Vaulting and Shipment of Magnetic Media and Computer Tapes from SSA
Headquarters. To protect the programs, processes and functions of SSA's
vital records for backup and disaster recovery purposes, current copies
of all procedures, computer programs, operating instructions, related
clerical procedures, forms and selective data are currently maintained
in a records security center located in Pennsylvania. This facility is
leased and managed by the SSA Office of Central Records Operations
(OCRO). Tape storage space and staffing to manage the Off-Site Storage
Facility (OSSF) inventory operations is provided by OCRO. The Office
of Systems (OS) currently contracts only for the required
transportation service between the OSSF storage location and the
Baltimore data center. SSA now seeks to replace the current OSSF with
a comprehensive Media Vaulting Service that includes both vault storage
facility and daily pickup and delivery of magnetic tape media at/to the
SSA headquarters Computer Center and the Contractor's vaulting/storage
facility. GENERAL REQUIREMENTS arethe Contractor shall: (A) Provide a
CLASS I physically and electronically secure storage facility located
at least 11 miles from but less than 99 miles from the SSA National
Computer Center(NCC), Baltimore (Woodlawn), Maryland, for
backup/archive storage of SSA's magnetic media. (B) Provide for
physical & electronic secure transport of magnetic media cargo to be
movedbetween SSA and Contractors storage facilities. (C) Accept mail
delivery (FedEx or similar commercial delivery service) ofmagnetic
media from other SSA locations nationwide. (D) Provide timely daily
pickup and delivery of magnetic media between the NCC and the
Contractor's storage facility. (E)Provide additional, non-scheduled
delivery of magnetic media during test periods for operational recall
of media, disaster recovery drills and in the event a true SSA data
center emergency occurs.(F) Provide telephone equipped trucks (primary
& backup) with enclosed, temperature and humidity controlled cargo
space for the secure transport of magnetic media. (G)Provide qualified
and bonded drivers (primary and backup) to support the transport
requirement.(H) Provide personnel to enssure secure loading and
unloading of the magnetic mediacargo at facility loading docks (SSA and
the Contractor's StorageFacility). (I) Accommodate a SSA owned Personal
Computer (PC)system to be used in data exchange operations/data
communications & inventory control. This system will be operated
remotely by SSA personnel at the NCC Baltimore, Maryland and will
require a dedicated telephone line for dial-up access. (J) Agree not to
disclose any information for which the Contractor organization is the
custodian. Daily Pickup and Delivery Operations include lockable mobile
carts containing magnetic tapecartridges with a capacity of 400
magnetic tape cartridges and maximum weight of 400 pounds. Normal
Delivery/Pickup Volume is 8 -15 carts per week plus up to 20 sealed
cardboard cartons weighing @ 20 pounds each. Transportation turnaround
must beless than 3 hours drive time from time of pickup to time of
offload. Proven Record as Provider of Security Storage Services. The
contractor shall submit references of at least 3 clients using the
current facility and services within the past 5 years.References
submitted must include customers maintaining a constant minimum volume
of 5,000 units of magnetic media in storage inventory and using this
service continuously for at least 2 years. Qualified companies should
submit a written request forthe referenced RFP within 15 calendar days
of this notice to the address shown above. FAX'd requests will be
honored. The solicitation will be issued only to the requestors who
submit written requests. It is anticipated the RFP will be issued on or
about April 27, 1997. Copies of the solicitation will only be provided
in response to written or faxed requests received directly from the
requestor. Telephone requests will not be honored. All responsible
sources may submit a bid, proposal or quotation which shall be
considered by the agency. The Government does not intend to pay for any
