Corporate Information Management (DESCIM) Program requires programmatic
support to document and maintain current data collection and reporting
requirements; develop, document, and maintain information system
functional requirements in support of documented data collection and
reporting requirements; test software applications to ensure software
design conforms to functional requirements; demonstrate software to,
and train, end users; and review and comment regarding System Change
Requests (SCR=s) affecting system functionality. This project requires
a contractor with in-depth, extensive, and intensive experience and
knowledge in functional analysis of business processes relating to
DESCIM specific data collection, analysis, and reporting of
environmental issues; particularly in the areas of environmental
cleanup, compliance deficiencies, and toxic substances. The
interdependent schedule of the DESCIM project with other high profile
environmental security projectsrequires that the selected contractor be
available and capable to begin work with little or no Alearning curve@
delay. Additionally, the high profile nature of the work requires that
the contractor have intimate familiarity with the functional and
corporate knowledge in key environmental security areas that currently
form the basis for information collection, analysis, and reporting
systems under development for DESCIM. The only known source capable of
performing this work is Scientific Systems and Solutions, Inc. (S3),
Alexandria, VA., and award will be made under authority of 10 USC 2304
(c)(1)._ There are no other known available sources that currently
have the specific knowledge, expertise, and direct experience with the
information systems and processes of the DESCIM program. Ms. Brinda
Stephens, president of S3, has unique experience in the DESCIM program
stemming from her three year tenure as the functional analyst in the
program for three environmental security disciplines; cleanup,
compliance deficiencies, and toxic substances. Ms. Stephens was the
only functional analyst who worked in all three of these key areas and
thus gained unduplicated functional and corporate knowledge. As
functional proponent for several migration software development efforts
including the Compliance Deficiency Management Module (CDMM), the
Environmental Program Management System (EPRS), and the Defense Site
Environmental Restoration Tracking System (DSERTS), Ms. Stephens gained
unique functional expertise in these multi-disciplined efforts which
will enable her to begin work with virtually no time lost to
familiarization with the ongoing effort. No other source has this
unique combination of experience and expertise. Any inquiries must be
