Department of Agriculture, Food Safety and Inspection Service (FSIS)
has a requirement to establish a new computing platform which includes
all hardware, software, and communications necessary to provide the
next generation of information systems based on client/server
technology. FSIS is in the process of migrating their legacy
applications to commercial off the shelf (COTS) products. These COTS
products include workgroup applications that utilize Microsoft Exchange
Server Software and the Microsoft BackOffice's integrated suite of
networking applications such as: Windows NT Server, Systems Management
Server, SQL Server, SNA Server and Mail Server. In order to adequately
design a new desktop architecture, FSIS will need direct access to beta
versions of forthcoming releases of Microsoft products to facilitate
the planning, development, and implementation of a strategy that will
provide a smooth migration to future releases. FSIS intends to award a
Blanket Purchase Agreement to Microsoft Corporation, 5335 Wisconsin
Ave., NW, Suite 800, Washington DC 20015, for technical support. FSIS
intends to negotiate on a sole-source basis in accordance with 41 U.S.
C. 253(c)(1). Only technical support that will provide direct access
to very latest beta versions of Microsoft software shall be considered.
All interested concerns must identify their interest in writing and
fully document their capability to meet the Agency's requirements by
forwarding a detailed response within 15 days of publication of this
notice. All proposals from responsible sources will be considered by
the Agency. If no affirmative written responses are received within 15
days of publication of this notice to determine that a comparable
source is available, or is more advantageous to the Government,
negotiations will take place with Microsoft Corporation. No
