Naval Air Warfare Center Weapons Division, China Lake, CA intends to solicit on an other-than-competitive basis with Galaxy Scientific, 600 Louis Drive, Suite 202, Warminster, PA 18974 for engineering/management support of the Block III Tomahawk All Up Round (AUR) Global Positioning System (GPS) and support for the design, development and qualification of the Block IV Tomahawk Navigation and Mission Control Assembly (NAMCA). Specific tasks include review of requirements and design documentation, review of test plans and ECP's relevant to the Tomahawk Block III GPS sub-system and the Tomahawk Block IV Navigation and Mission Control subsystem which utilizes GPS technology. Government requires contractor with existing experience with application of GPS technology to Tomahawk Blocks III and IV weapon systems and GPS Flight Software (GFS) to those systems to meet scheduled deployment of Demonstration Test 1 for June 1998 of the Block IV Tomahawk. Negotiations will be conducted solely with Galaxy Scientific due to their specific involvement with the incorporation of GPS technology into the Block III weapons systems since 1991. Galaxy Scientific's experience with GFS requirements definitions, software coding and verification testing for Block III makes them uniquely qualified for continued support for upgrades to Block IV. Continuity of experience and support during upgrades from Blocks III to IV to meet Government schedules necessitates limiting negotiations with only one source. Proposed contract type is Time and Materials. Anticipated Period of performance is for twelve months with 2 one-year options. Anticipate award date: 1 Aug 97.
