FOR THE NORTH ATLANTIC AREA WHICH CONSISTS OF THE STATES OF
CONNECTICUT, DELAWARE, MAINE, MARYLAND, MASSACHUSETTS, NEW HAMPSHIRE,
NEW JERSEY, NEW YORK, PENNSYLVANIA, RHODE ISLAND, VERMONT, WEST
VIRGINIA, AND ON A VERY LIMITED BAS SOL 9101-3K15-97 DUE 043097 POC

301-344-0245!! The Agriculture Research Service, USDA, has a
requirement for an indefinite quantity contract for architectural and
engineering services for repair/maintenance, alteration, and new
construction projects in the North Atlantic Area, which includes the
states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New
Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont,
West Virginia, and on a very limited basis for the remaining states
where ARS has research facilities. One firm will be selected which must
be located within the North Atlantic Area. Firms will be required to
provide professional services in the disciplines of architecture,
structural, civil, mechanical, and electrical engineering for
pre-design, design, and post design services. The contract term will be
for a one-year basic period, with four one-year optional periods. The
A-E services shall include, but not be limited to: energy related
studies, environmental assessments, surveys, investigative reports,
concept studies, geotechnical investigations, radon testing, asbestos
abatement, life cycle cost analyses, design criteria development,
designs, analyses, drawings, specifications, detailed cost estimates,
bid evaluations, shop drawing review and approval, construction
monitoring, site inspections, design review services, and other related
tasks as required. The Government agrees to obtain under the contract,
a minimum of $1,000 of professional services per year. The maximum
dollar value of services to be obtained under the contract shall not
exceed $1,000,000 per year. Evaluation of firms will be made on the
following criteria: (a) Specialized experience and technical competence
in the type of work required; (b) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedule; (c)
Professional qualifications necessary for satisfactory performance of
required services (including prior metric design experience); (d)
Volume and nature of present workload as it relates to the ability to
perform the work required, specialized technical skills, project
coordination and management skills, and team experience of proposed key
personnel; (e) Staffing and equipment to accomplish the work in the
required time. Firms located within the above mentioned states in the
North Atlantic Area, who meet the requirements, are invited to submit:
(1) a Standard Form 254, Architect-Engineer and Related Services
Questionnaire (SF-254), and (2) a Standard Form 255, Architect-Engineer
and Related Services Questionnaire for Specific Project (SF-255), under
Solicitation No. 9101-3K15-97 (see also Numbered Note 24) to the U.S.
Department of Agriculture, ARS, FD, FCB, Room 616-A, 6303 Ivy Lane,
Greenbelt, Maryland 20770-1433, Attention: Tracey Rubinstein. Receipt
of SF-254's/SF-255's shall be by 2 p.m. local time, April 30, 1997. Any
SF-254 and SF-255 Forms received after the exact time set for receipt
will be handled in accordance with FAR regulations, Paragraph 15.412.
