Officer, (410) 786-1607. In accordance with FAR 6.302-1, the Health
Care Financing Administration's Office of Research and Demonstrations
intends to negotiate on a non-competitive basis with the University of
California at San Francisco. The primary goal of HCFA's "Long Term
Care Initiative" is to examine the role of Medicare and Medicaid in
long-term care, and develop policy recommendations to improve financing
and delivery of long term care services for Medicare and Medicaid
beneficiaries. A critical component in support of this goal is the
availability of accurate data on the status of both insitutional and
community-based services in the 50 States and the District of Columbia.
The University of California at San Francisco has developed a data base
through an earlier grant from HCFA which includes institutional and
community-based service data for the period 1978 through 1994. This
cross-sectional time series data base is particularly valuable because
it includes primary data on States unavailable from other sources, and
isthe only consistent longitudinal State data base on long term care of
its type available in the country. This data base includes the
variables and program information needed by HCFA to evaluate the status
of both institutional and community-based service infrastructures. This
data has been purchased from the University of California at San
Francisco for the past three years. The proposed period of performance
is 3 years from date of contract award. Telephone requests will not be
