synopsis to obtain a market survey of industry for the Peacekeeper MK21
Reentry Vehicle (RV) Radio Frequency (RF) subsystem modification. The
following information is provided to determine if there are any
potential contractors, in addition to Textron Systems Division, who
possess the skills, design knowledge, facilities and other resources
required to complete this effort. The prospective contractor shall
define, develop and qualify modifications to improve the MK21 RV RF
subsystem. These modifications involve two of the three RF subsystem
components: the RF cables and power splitters. Component design and
qualification requirements are not available at the component level.
The contractor must derive these specifications from the existing
subsystem level requirements. The current form, fit and function of
these subsystem components must be retained. The modified cables and
power splitters must meet stringent Nuclear Hardness and Survivability
(NH&S) requirements consistent with the MK21 RV and subsystem level
requirements. The contractor must possess MK21 RV design knowledge and
experience, NH&S technical knowledge and experience, and detailed
knowledge of insertion loss mechanisms. The contractor shall produce
modified components (approximately 5,456 cables and 1,364 power
splitters) and must be able to meet a production delivery date of
October, 1998. The proposed contract action is for services for which
the Government intends to solicit and negotiate with only one, or a
limited number of sources, under the authority of FAR 6.302. Potential
offerors may identify their interest and capability to respond to the
requirement. Any potential offerors are requested to submit two (2)
copies of an unclassified response (limited to 5 pages) by 11 Apr 1997,
to OO-ALC/LMKR, 6038 Aspen Ave., Bldg 1289 SE, Hill AFB, UT,
84056-5805, ATTN: Nancy Coley, Contracting Officer. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. It is
suggested that small business firms or others interested in
subcontracting opportunities in connection with the described
