This is a Notice of Intent to contract on a non-competitive basis with Sun Marine Terminals, Incorporated, P. O. Box 758, Nederland, Texas facility for crude oil distribution services to and from the Department of Energy (DOE) Big Hill and West Hackberry storage site. Under the authority of 41 U.S.C. 253 (1) of the Competition in Contracting Act of 1984 P.L. 98-369, Sun Marine has been identified as the only responsible source available to provide the DOE with the services described below: The contractor shall furnish distribution services for DOE-owned crude oil during fill and drawdown operations to and from the DOE Big Hill and West Hackberry storage sites via dock movements, third party pipelines, and intersite transfers through existing pipeline connections with DOE facilities. It is planned that the solicitation will be issued on or about April 17, 1997 and the anticipated closing date is on or about May 22, 1997. The contract is intended to be awarded on a fixed price basis for a 5-year base period with three 5-year options, which may be unilaterally exercised by DOE. All responsible sources may submit a proposal to the DOE at the address shown above describing their status as a qualified source for the above distribution services by May 20, 1997 or 45 calendar days after publication of the notice, whichever occurs first.
