20460-0001 70 -- EPA NOVELL INTRANETWARE MASTER LICENSE AGREEMENT DUE 041797 POC

Environmental Protection Agency (EPA) intends to procure a Novell
Master License Agreement (MLA) for Novell IntranetWare LAN Operating
System licenses for a 12 month base period and four 12 month option
periods. This Master License shall provide maintenance and upgrades for
the Agency's existing 20,728 IntranetWare LAN nodes licenses, and allow
up to 3,000 additional LAN node licenses to be added to the MLA. The
MLA shall also provide the following: 1)The authority to utilize
other/earlier supported releases of the Novell LAN operating system,
such as NetWare 4.1X, and 3.12 on an unlimited number of LAN servers;
2)The licensed nodes may access any of the Agency's LAN servers running
any version of the Novell operating system; 3)24 x 7 toll-free
telephone hotline support from Novell's customer technical support
personnel; 4)Assignment of a Service Account Manager (SAM); 5)Preferred
access to senior support engineers on a 24 x 7 basis; 6)An annual
subscription to the Network Support EncyclopediaProfessional Volume
technical infobase; 7)Beta Test priority consideration; 8)Single Senior
Management contact for resolving major problems; 9)Briefings for EPA
management on the status of new developments in Novell's IntranetWare
products; 10)Coupons toward Novell-certified training classes
commensurate with EPA's level of licensing under the MLA; 11)The
authority to reproduce IntranetWare from CD-ROM Master Copies up to the
license quantities of the MLA, and reproduce associated electronic and
hardcopy documentation, as necessary, for distribution to EPA and EPA
contractor staff; 12)The authority to negotiate a fixed price for the
MLA for the entire five year period, including additional licenses,
upgrades and maintenance, and conduct a single annual procurement
action (i.e. purchase requisition/delivery order) for new licenses
issued during that year and annual maintenance of all existing
licenses. Quarterly invoicing shall be used to keep these licenses
current. The intent of this synopsis is to identify potential sources
that are able to meet these Novell IntranetWare MLA licensing
requirements. No solicitation is currently available. All interested
parties must respond within 15 calendar days of the publication date of
this announcement. Therefore, the last day for receipt of written
responses to this announcement is 04/17/97. Offerors who assert the
ability to meet these requirements must submit written evidence, signed
by Novell, Inc. of Novell's authorization for the offeror to be
included in an MLA relationship (i.e. fulfill the terms of a Novell
Master License Agreement). Written responses in the form of a routine
letter requesting a copy of an solicitation will be ignored. Responses
shall be submitted to U.S. Environmental Protection Agency, Attention:
