Greene, (301) 713-0823 X144 The Department of Commerce, National Oceanic and Atmospheric Administration, National Environmental Satellite Data and Information Service, National Naval Ice Center (NIC) contemplates negotiating a three year contract on a sole-source basis with Barnett Associates, 6971 Conservation Drive, Springfield, Virginia. The firm will re-analyze and provide quality control of the historical Eastern and Western Artic ice analysis charts. This will be used in producing a sea ice climatological atlas. Barnett Associates has the knowledge and expertise in the field of sea ice analysis and is the only source known to have the capability to do this work based upon its previous work for NIC. Barnett Associates has over 30 years expericne in-house in the original interpolation and production of ice analyses. NOAA must utilize the unique scientific expertise and experience possessed by the firm for the essential process of the Environmental Working Group Artic Climatology data base. The firm has performed the initial analysis, and will be tasked to complete the second and third phases of the analysis. See Numbered Note #22 (0092)
