In accordance with 41 USC 253(c)(1), this pre-solicitation announcement
hereby advertises the Government's intention to modify its contract
with Fluor Daniel, Inc. (FDI), Number 50-SPNA-2-00004 to extend the
Contractor's scope of work. FDI currently supports the Department of
Commerce/National Oceanic and Atmospheric Administration (NOAA) with
architect and engineering services and construction management. This
expansion does not increase the estimated value of the contract. FDI is
tasked by NOAA in accordance with the current SOW of contract
50-SPNA-2-00004 to provide a detailed design package for site
development, foundation construction, and power supply to support the
installation of four tracking, telemetry and control antennae for the
NOAA, Fairbanks, AK Command and Data Acquisition (CDA) Station located
at 1300 Eisele Road in Fairbanks, AK 99712-6522. The proposed
modification to the contract will permit FDI to compete and award
construction bid packages as the Government's construction
manager,specifically to support facilities construction at the NOAA
Satellite Ground Station at Fairbanks, AK. FDI will then perform QA/QC
as specified in the current contract SOW and value engineering on site
to manage to its design. After the proposed site development at the
Fairbanks CDA is complete, NOAA plans to begin installation of the
antennas in late 1997 or early calendar year 1998. These antennas are
being procured under a separate NOAA competitively awarded contract.
The site development and construction will be performed during the 1997
construction season; therefore, the design bid packages will be
available mid to late May 1997. Modification of this existing NOAA
contract to permit FDI to solicit competitive construction bids is in
the Governments's best interests because FDI is uniquely qualified to
leverae its expertise at the Fairbanks CDA through its completion of a
study task and a detailed design effort. These tasks preceded the
proposed task for general construction contractor selection and
management. The Government requires FDI to manage the solicitation of
bid packages, with Government review and consent. The QA/QC effort will
be approved and monitored by the U.S. Army Corps of Engineers. Any
capable and qualified firm interested in this proposed construction
project must submit its complete capabilities in writing to the
Government POC within 45 days of the publication of this announcement
in order to be considered. These capabilities include, but are not
limited to: (1) Earth Work: clearing and grubbing 3 acres; grading
2,000 ft. roadway; four compacted pads and roadbed; (2) Foundation:
four reinforced concrete antenna foundations; two equipment shelter
foundations; (3) Electrical: furnish/install equipment for 208/120V
power for antenna sites, including 3500 cir.ft. of buried 4.16kV
primary dist., five padmount switches, four 4160-208/120 volt
transformers, and eight 208/120 volt service entrance switches and
laterals; communications circuits in 1,750 ft. underground duct banks,
cable vaults.NO RFP IS AVAILABLE. Responses received in reply to this
announcement will be treated as expressions of interest in the
Satellite Ground Station construction procurement unless specifically
annotated otherwise. If the Government decides to complete this
extension to the contract under authority of 41 USC 253(c)(1), no
further pre-award notice will be published. See Notes 22 and 26.
