Smith, Contract Officer, 301-496-6546 Description of Acquisition or Award: The National Library of Medicine (NLM) intends to negotiate on a sole-source basis with Georgetown University under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1(b)(1) for a three year contract for the continued collection development and outreach services of the National Reference Center for Bioethics Literature. The scope of this project includes the collection of documentary material from the bioethics literature, particularly from those fields outside NLM's usual collection scope. These fields include law, public policy, moral philosophy, legislation and legislative reports, and relevant journalism. The material collected is to be cataloged and indexed; the indexing data are to be made available, under a separate, existing contract to NLM for its BIOETHICSLINE (an NLM registered trademark) database. The breadth and depth of the collection must include historical material, particularly in the area of moral philosophy. Reference services are to be offered, bytoll free telephone and other means, to users nationally. The reference librarians on the project staff must be highly experienced in this bibliography. A clearinghouse for bioethics course syllabi will also be maintained. The unique nature of this collection, the specialized experience of its professional staff, the relationship to the BIOETHICSLINE indexing data contract, and the importance of close coordination with NLM as well as substantial duplication of effort and cost make competition unfeasible.
