R -- CONSULTING SERVICES SOL RG-207065 POC Point of Contact -- Contracting Officer, Patty Miller, 423-632-4582, Fax The Tennessee Valley Authority (TVA) intends to enter into a contract with Davis & Hibbitts, Inc., on a noncompetitive basis, to provide specialty constituency consultation support to the Task Force chartered with the responsibility of providing recommendations regarding the possible elimination or designated-agency realignment of current TVA appropriated programs. Under the planned contract, the contractor will coordinate affected constituents participation and input to the Task Force. TVA plans to execute a contract without competition based on the unique qualifications of Davis & Hibbitts which provided consulting support to TVA in designing the approach to constituency consultation and the inability to meet critical deadlines through the normal competitive process.
