Office requires technical, analytical and financial support for the
Office of Emergency and Remedial Response (OERR). It is anticipated
that this will be a competitive, cost-plus-fixed-fee contract. OERR is
responsible for managing the Superfund's pre-remedial evaluation
process, as well associated quality assurance, field analysis, and risk
assessment programs. OERR implements requirements under the
Comprehensive Environmental Response Compensation and Liability Act of
1980 (CERCLA) as amended by the Superfund Amendments and
Reauthorization Act of 1986 (SARA) and other statutes. Under this
procurement the contractor will provide a broad range of technical
support activities, including analyses, research,and technical
assistance in the areas of: (1) implementing Superfund's site
assessment program, including placing sites on the National Priorities
List (NPL) using the Hazard Ranking System (HRS); (2) enhancing the
State and Indian Tribe Superfund program; and (3) providing risk
assessment guidance to States and Indian Tribes. It is anticipated that
the Agency will exclude any contractor, who at the time of contract
award, would be considered an EPA or non-EPA Response Action Contractor
(RAC) due to significant actual or potential Conflict of Interest
(COI). Such contractors will be ineligible for award of the contract
(or any subcontracts) under this procurement. Detailed information
regarding the ineligibility of RACs from receiving an award will be
provided in the RFP. The anticipated release date for the RFP is May 2,
1997. The anticipated level-of effort provides for a one-year base
period of 40,000 direct labor hours in the base quantity, with optional
quantities potentially totaling 50,000 direct labor hours; and four
one-year option periods of 40,000 direct labors each in the base
quantity, with optional quantities potentially totaling 50,000 direct
labor hours for each option period. The total potential level- of-
effort is 450,000 direct labor hours. The purpose of this CBD
announcement is to notify potential offerors of EPA's requirement,
generate the source list, and to direct interested parties to the EPA's
"Doing Business with EPA" Internet World Wide Web site at
http://www.epa.gov/oam for further information on this procurement as
it becomes available. The RFP, amendments and other related items for
this procurement will be posted on this Web site and can be downloaded.
