Immigration and Naturalization Service, 425 I Street, N.W., Room 2208,
Washington, DC 20536 . The Immigration and Naturalization Service
(INS) intends to award a competitive 8(a) contract for Commercial
Services under Part 12 of the Federal Acquisition Regulation (FAR) for
Records Support Services. Services will be performed at INS offices
located in Chicago, Miami, Los Angeles, San Francisco, Houston, New
York, NY, and Newark, NJ. Other sites may be added during the term of
any contract resulting from this notice. This acquisition will be a
Best Value Acquisition considering past performance. The contract will
include: Incoming/Outgoing Mail Operations and mail distribution to
remote sites to include, but not limited to, transport mail to and from
post office and widely separated offices, maintain logs for special
services mail, deliver mail, and maintain full mail room operations;
File Operations to include but not limited to: updating files received
from internal operating units; sorting files by terminal digit or
responsible party system; refiling; file retrieval; photocoping files;
transfering and receiving files; retiring files and performing file
audits; Fee Collection and Processing; includes but is not limited to:
collection of application fees; deposit fees collected; be totally
accountable for fees collected. Data Entry includes but not limited to:
key entry of data from various forms and documents utilizing formatted
input screens on various INS automated systems; perform system
inquiries; and perform system updates. Perform quality control (QC) on
work performance. Offerors interested in participating in this
negotiated acquisition shall notify Mr. Robert Beaty, Immigration and
Naturalization Service, 425 I Street, N.W., room 2208, Washington, DC
20536 in writing within fifteen (15) business days after this notice
has been published. No telephone inquiries or request will be accepted.
Interested firms are to submit with their letter of interest a copy of
their Quality Control Plan, Written Methodology of Operations Plan,
Written Methodology of Feed-back Reporting to Customers, Standard
Practice Manual, Training Plan, Sample Project Management Plan,
Information Security Plan, Fully-Loaded Labor rates, and Past
Performance references for contracts performed in the past three (3)
years including services listed above. The submitted material will be
evaluated by the INS, and firms, who the INS feels will not have a
probable chance of being awarded a contract, will be notified in order
that these firms can save proposal costs. Firms which do not submit
the above required information may not be considered for award of a
contract. Firms selected for the competitive range, will be required to
conduct an oral presentation on their technical approach to performance
and their costing and management approach of a sample task order. The
INS will incur no liability for nor will it pay any costs incurred in
