REDUCTION OF SIMPLIFIED ACQUISITION CONTRACT LEAD TIMES 1. T he Department of Defense has directed Lightning Bolt #10 which mandates a reduction in the amount of time to award contracts. Therefore, Kelly Air Force is attempting to identify techniques to reduce all simplified acquisition (under $100K) lead times by 50 percent. To that end, we are soliciting help from industry regarding methods to accomplish this reduction. 2. One possible technique would be to utilize our World Wide Web Server and E-Mail to interact with industry in order to simplify the buying and selling process; ultimately reducing cost and lead times. Requirements would be advertised and RFQ's would be issued through the Internet. Contractor responses would also be submitted via the E-Mail. 3. In our efforts to achieve our goal we would like your input. We need you to identify what is the shortest reasonable time to respond to solicitations over the WEB and E-mail. What are some innovative ideas you use to expedite quotes when you go to your subcontractors? What times do you give your subcontractors to propose and on what basis? What process do you use to expedite award with your subcontractors? 4. Please provide other impact or concerns you may encounter if this process were implemented. 5.
