Contracting Officer, (202) 208-3815. The U.S. Department of the
Interior, Interior Service Center, Acquisition Services, intends to
negotiate three (3) contracts with the following three
(3)organizations: International Brotherhood of Painters & Allied
Trades, 1750 New York Avenue, NW., Washington, DC; International
Masonry Institute Apprenticeship and Training Program, 823 15th Street,
NW., Suite 1001, Washington, DC and the National Plastering Industry's
Joint Apprenticeship Trust Fund, 1029 Vermont Avenue, NW., Suite 1000,
Washington, DC. The contractors are to instruct and supervise
classroom, shop, and actual on-site hands-on project training to
trainees based upon a nationally approved core training curriculum that
is open entry, open exit, competency based and self-paced in the crafts
of bricklaying, painting, plastering, welding and related skills. Each
contractor must also provide a nationwide placement service system for
trainees. On site contractor personnel must have the capability of
providing technical assistance and craft expertise in the development,
design, coordination and implementation of the center's annual
vocational skills project plan. The training shall be provided at the
Department of Interior and Agriculture Civilian Conservation Centers
(CCCs) and according to the techniques and standards developed by the
contractors. Each training program shall be established for a 52-week
period and is to include a minimum of 1,000 hours of vocational
training. Period of performance shall be from July 1, 1997 through June
30, 1998, with an option to extend performance for an additional four
(4) one (1) year periods. Interested parties are invited to identify
their interest and their capability to respond to these requirements.
Firms having the experience, training and placement capabilities
described are invited to submit written information to this office.
Such information should include: total number of employees and
professional qualifications of personnel specifically qualified in the
crafts included; and an outline of past and current experience in
providing training and placement in the specified craft areas, such
outline to include: clients list, client contact, telephone number,
brief description of service provided and dollar amount. Responding
firms are also requested to identify all subcontractors and their
responsibilities. Responses must be received by no later than 30
calendar days after this notice. Response to this notice will be used
to determine whether a bonafide competition exists and whether formal
solicitations are appropriate. If no affirmative responses are received
within the time specified above a contract will be placed with each of
the above named firms. No solicitation document exists. A request for
solicitation will be considered an affirmative response; however, if
issuance of a solicitation is determined to be appropriate requesting
firms will be included on the mailing list. This is not an RFP.
