all businesses. The SIC Code for this acquisition is 1623, Water,
Sewer, Pipeline, and Communications and Power Line Construction. The
small business size standard is $17,000,000.00. If the low, responsive,
responsible, bidder is a large business firm a subcontracting plan is
required to be submitted to the Contracting Officer prior to award. The
intent is to procure by "Sealed Bidding" procedures, the provision and
installation of tube cable capable of accepting air blown fiber
optics. This requirement is to provide and secure extensions to the
fiber cable plant and necessary incidental work that includes, but is
not limited to trenching, excavating, and backfill, complete and ready
for the installation of fiber optics cable backbone at the Naval Air
Station, Patuxent River and Webster Field Annex, St. Inigoes, Maryland.
The work includes providing and installing manholes, cast in place
concrete structures, pedestal enclosures, direct burial tube cable,
tube cable in conduit, splice cases, network building service
entrances, junction boxes, underground rigid metallic conduit,
underground polyvinyl chloride (PVC) conduit, trenching, jack and
boring, the replacement of any road marking that need to be on the road
when making new patch with asphalt or cement, and incidental work.
Sumitoma Electronic Industries (SEI) is the only known manufacturer of
air-blown fiber optic technology. The successful bidder must be
capable of installing SEI manufactured tube cable capable of accepting
air-blown fiber optic strands. The successful bidder must be SEI
certified and provide a current Air Blown Fiber unlimited license
certificate prior to contract award. This requirement shall be awarded
as an Indefinite Quantity Contract through sealed bidding. The
estimated cost of construction is between $1,000,000.00 and
$5,000,000.00. The minimum guarantee is $500,000.00. The contract term
will be for a period of one year with an additional 2 twelve month
option periods. This requirement shall beawarded to the low, responsive
bidder provided a determination of responsibility is made and the
required documentation that the bidder is SEI certified prior to
contract award. Do not call for additional technical information.
Issuance of the Invitation for Bid is scheduled for 5 May 1997. THERE
IS A $15.00 NON-REFUNDABLE FEE FOR PLANS AND SPECIFICATIONS/IFB. Checks
should be made payable to the Treasurer of the United States of
America. Mail or deliver your request for receiving plans and
specifications to EFA Chesapeake Contracts Office, Facilities
Maintenance Construction Branch, Building 504, 22445 Peary Road,
Mailstop 49, Naval Air Station, Patuxent River, Maryland 20670-5504,
Attn: Penny Reineer. There is a site visit scheduled for 15 May 1997,
departing at 10:00 a.m. from the ROICC Office, 1st floor of Building
504 (22445 Peary Road). No appointment is necessary. Bid opening is
