Center, contracts_dsc@nps.gov. The National Park Service, is soliciting
proposals (in the form of a negotiated firm-fixed price contract
requiring submission of both a technical and cost proposal) from
construction firms having the capability to construct the first phase
of a pier. -- The work of this project includes installation of a
waterside containment system, ground water containment system, and a
landside containment system to minimize potential discharges of
contaminants during debris removal and construction. -- The waterside
containment system will be designed to minimize off-site migration of
sediments and soil. It will include at a minimum: timber lagging wall,
sand blanket, and silt curtain. -- The ground-water containment system
will prevent lateral discharges of ground water to surface water and to
prevent downward migration of site constituents to the sand aquifer.
The system will include at a minimum: limited preaugering depths for
pile installation and minimized time the bore hole is open to limit
downwardmigration to the sand aquifer, and an impermeable liner
attached to the timber lagging wall. -- The landside containment system
is designed to control off-site migration of soil, sediment, and storm
water. It will include at a minimum the following: silt fencing, hay
bales, matting, mulching, and seeding to minimize erosion of soil and
surface runoff, temporary berms, diversions, and channels, collection
basin, vehicle wash pad to remove soils before vehicles leave the site.
-- Removal of debris from the site prior to the start of construction.
Debris shall include all materials encountered above and below the
site surface which will impede the installation of the pier and the
bulkhead. -- Installation of concrete piles on the waterside and
landside. -- Estimated price range, $2,500,000 to $5,000,000. -- Time
for completion, 450 calendar days. -- Bid opening date is approximate;
actual date will be established at the time bidding documents are
available. -- All responsible sources may submit a bid which will be
