This project includes furnishing of all labor, supervision, materials
and equipment necessary for renovation to the Main and Shops Buildings,
including but not limited to: replacement of exterior corridors and
handicapped ramp decking, exterior building siding and roofing systems
at Main Facilities and shops; replacement of kitchen structural floor
system and suspended ceiling, including demolition and removal of
interior partitions, doors, finishes, kitchen equipment, plumbing and
electrical; providing new galley partitions, new equipment layout,
reinstallation of existing kitchen equipment, providing new kitchen
equipment as specified; providinq new cook's office and drystore space;
providing new handicapped toilet facilities at main building;
rebuilding OOD's toilet; providing new layout for Reserve
Administration Office; rehabilitating the toilet facilities at the
berthing rooms; modifying the existing air distribution system;
modifying the plumbing system; modifying the electrical distribution
system associated with the renovation work; replacing lighting with
energy conservation type and replacing the fire alarm system. The
estimated cost range is between $250,000.00 and $500,000.00. Bid
guarantee and payment and performance bonds are required. This
solicitation is being issued pursuant to Small Business Competitiveness
Demonstration Program. All responsible sources may submit a bid, which
will be considered by this agency. No telephone requests; only written
requests received directly from the requester will be accepted. There
is a $30.00 charge for the plans and specifications. Requests received
with the bid deposit will only be accepted. Checks will be made out to
U. S. Coast Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid performance and payment bonds up to $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
