consists of abatement and disposal of lead-based paint, asbestos,
ballasts containing polychlorinated biphenyls (PCBs), and thermostats
containing mercury (Hg) from existing structures in various locations.
Work will include related repairs where required and replacement of
abated materials. Actual quantity of work performed will be authorized
by task orders issued to the contractor. Duration of Contract is Base
Period plus three option periods. Minimum guarantee for the base
period is $50,000. Estimated maximum guarantee is $2,500,000 per
period. The specifications have been placed on Compact Disk (CD-ROM)
and will be provided free of charge. Specifications will not be
provided in a printed paper hard copy format. Notification of
amendments shall be made through either 3.5" diskette, CD ROM, and/or
the internet. The Government intends to issue this solicitation through
the use of CD ROM and the internet. However, the Government reserves
the right to use only the internet as notification of any changes to
this solicitation. It is therefore the contractors responsibility to
check the following address daily for any posted changes to this
solicitation. Contractors may view and/or download this solicitation
and all amendments from the internet at the following internet address
"http://ebs.swf.usace.army.mil". Solicitation to be issued on or about
25 Apr 97. Bid opening 27 May 97. Duration of contract 90 days. This is
an unrestricted solicitation. Offers from all qualified business
concerns are solicited. If a large business firm intends to submit a
proposal, it must comply with FAR 52.219-9 clause regarding the
requirement for a subcontracting plan. The Fort Worth District goals
are as follows (expressed as a percentage of the contractor's total
planned subcontract amount): Small Business-55%; Small Disadvantaged
Business-8.5%; Woman-owned Small Business-3%; Historically Black
Colleges & Universities/Minority Institutions (where applicable) 5.5%.
